The ultimate outcomes desired for participants, recipients, the juvenile justice system, or the community. For direct service programs, they generally include changes in recipients' behavior, attitudes, skills, and knowledge. They also include changes in practice, policy, or decisionmaking in the juvenile justice system. They are measured within 6–12 months after a youth leaves or completes the program. They should relate back to the program's goals (e.g., reducing delinquency).
